Romania is a member of the European Union since January 1, 2007. Romania became the seventh EU country by number of inhabitants. One of the immediate benefits, felt by the Romanians, was the right of free movement in the European Union and Schengen area, without a visa.
As of April 28, 2014 Moldovan citizens holding biometric passports are exempted for simple visa for short stays in the UE Member States.
Citizens of Schengen area do not need visa to enter Romania. The Schengen area includes 26 European countries which have decided to remove all internal border controls, which means that travelers can move freely within the area without having to show their passports.

If your an non EU or Shengen member, you can apply for Romania visa online here http://evisa.mae.ro/home. It is highly recommended that visa applications be lodged at least 2 weeks before the estimated date of departure and not more than 3 month before that date.
